The Granite Falls City Council unanimously adopted the 2026 Annual Budget, Ordinance No. 1066-2025, during its Nov. 19 meeting after a public hearing that drew no speakers.
City Manager Jeff Balentine told the council the presentation "was the exact same as presented two weeks prior with the caveat of the city positions," and reviewed exempt and non-exempt positions listed in the packet. The city clerk entered budget exhibits into the public record, including a 2026 Preliminary Budget packet and an 82-page presentation.
The council opened and closed public testimony without speakers before moving to adopt the ordinance. Councilmember Steven Glenn moved to adopt the budget and Councilmember Bruce Straughn seconded; the motion passed with Mayor Matthew Hartman, Mayor Pro Tem Tom FitzGerald, Councilmembers Steven Glenn, David Griggs and Bruce Straughn voting aye.
Why it matters: adoption of the annual budget sets the city's revenue and appropriation levels for 2026 and authorizes staff spending under the approved appropriations. The council’s action completes the local legislative step required to implement the city's spending plan for the next calendar year.
Next steps: The ordinance was adopted at the Nov. 19 meeting and will be recorded in city records; routine budget administration and any required follow-up items identified in the budget packet will be handled by city staff in the coming weeks.
