Kelly Daniels, the developer for the River’s Edge Waterfront Town project, told the Cosmopolis City Council that the subdivision recording has not been signed by the mayor and that the omission is preventing required recording with the Grays Harbor County auditor and assessor.
Daniels asked the council for help resolving delays she attributed to administrative staff shortages, missing signatures and a recently passed Resolution 2025-14 that her team believes affected negotiated fee terms. "I’m spending millions in your town and I can’t get help," Daniels said, adding that she felt the resolution had been placed on the agenda and voted on while her team and City staff were absent and that the result was “non transparent, shady, intentional, and very frustrating.”
Mayor Springhill and several council members limited Daniels’ presentation to a project update (not a fee debate) and invited her to submit written materials and meet with staff or council members individually to resolve discrete items. The mayor noted the PUD (power) hookup issue was resolved with Grays Harbor PUD crews proceeding without the subdivision being recorded, and thanked the utility provider for assistance.
Council members suggested the public works committee or a small group including Public Works Director Bill Seidore should meet with the developer to work through outstanding paperwork and fee calculations. Council member Davis specifically recommended convening a committee meeting with the public works director and two council members to reach a clear, documented outcome before returning to the full council.
What happens next: Daniels said she will supply written materials and pursue staff-level meetings; council members asked staff to coordinate committee discussion and to provide clarity on fee derivation and the outstanding signature that prevents recording.
