The White Salmon City Council on Feb. 4 approved its consent agenda, accepting a DWSRF loan for Transmission Main Phase 2B, approving the Jan. 21 meeting minutes, ratifying an intergovernmental cooperative agreement with the Hood River'White Salmon Bridge Authority, and approving vouchers totaling $234,493.45.
Director of Finance and Operations Jennifer Neil summarized payroll and claims totals, reporting claim and payroll amounts that together produced total vouchers of $234,493.45. Councilor Doug Rainbolt thanked staff for detailed loan documentation but raised concerns about staff capacity to manage ongoing administrative requirements tied to the loan and other items. Neil said a senior accountant position was approved in the 2026 budget, has not yet been filled, and is expected to be filled in the coming months.
Council moved to approve the consent agenda and vouchers; the motion passed 4-0 (Ben Giant, Patty Fink, Doug Rainbolt and David Lindley voting Aye). No additional Council action was required at the time for the staff'requested LGIP draw or lodging-tax invoice reimbursement; those items were acknowledged for future consideration.
