District reports teacher incentive allotment gains: 221 designations and $3.08M distributed so far

Jennifer Neighbors, the district’s chief human resources officer, briefed the board on the Teacher Incentive Allotment (TIA), a Texas Education Agency program that provides additional compensation to designated teachers.

Neighbors said BISD has participated in TIA for four years, has designated 221 teachers and distributed $3,079,038 as of August 2025; the district expects an additional roughly $2,000,000 to be distributed in August 2026. The local plan currently identifies the top 30% of eligible teachers for designation, and administration described TEA changes that will move toward designating as many as 50% under a reworked category structure.

During Q&A, administrators explained TEA determines allotment amounts by campus and campus economic‑disadvantage measures, which means the payout for a master designation can vary substantially by campus. Board and audience members raised concerns about payouts for teachers who retire before disbursement; administration explained district plan choices typically reallocate funds at the campus level and that TEA provides options the district may elect to implement.
