The Northumberland County Board of Supervisors on March 12 authorized the initial utility-locating phase of a school well project, directing staff to use previously earmarked capital-improvement (CIP) funds for the work.
School operations administrator (Mr. Hardcastle) told the board the immediate scope is to locate existing underground utilities between school parcels so construction contractors can prepare stronger, more accurate RFPs for subsequent phases (construction and well abandonment). He presented three locating quotes and recommended Capital City Services (quote presented in the packet). The board discussed available funding, noting the county previously set aside $110,000 for the well project and authorized $22,632 earlier to Stantec for initial work.
Supervisor S2 moved to proceed with the locating work using the CIP allocation; the motion was seconded, put to a roll call and approved. Staff clarified this phase does not involve digging a new well. Hardcastle said the long-term full-project estimate is approximately $500,000–$600,000 and could reach about $1,000,000 depending on scope; he also reported that the DEQ indicated applications for a new groundwater-withdrawal permit, if submitted before the deadline, would preserve permit continuity and that permits now run 15 years.
Why this matters: The locating work is a procurement and preparatory step that will produce precise linear footage and site data required for contractor bids; it also starts drawing on the county’s previously authorized CIP dollars and is time sensitive because DEQ permit deadlines are approaching.
What the board approved: Authorization to proceed with utility-locating services as presented (procurement to be completed and charged against the remaining balance of the $110,000 CIP allocation). Staff and the school division will return with subsequent construction RFPs and cost updates.
