Delegation approves consent calendar including ordinance‑enforcement changes, neighborhood grants and district alcohol bills

During the March 30 meeting, the chair proposed a consent calendar of bills the delegation had already discussed and passed in other forms. Staff summarized each item: HB681 would repeal maximum civil and criminal fines and penalties that Baltimore City can impose for ordinance violations; HB20 is a cross‑file of an alcoholic beverages bill already enacted; HB1276 would create the West North Avenue neighborhood social connection and development program administered by the West North Avenue Development Authority with up to $150,000 set aside annually for grants; and HB1425 pertains to a district alcohol bill.

Committee staff (Caitley) explained HB681 and HB1276 in more detail. For HB1276, Caitley said the bill "requires WNADA to award grants and implement the program and setting aside existing funds totaling no more than $150,000 annually for grants." The chair called for a voice vote on the consent calendar; members said "Aye" and no opposition was recorded on the transcript.
