Board hears concerns that pending state bills and a recent SVRC ruling could squeeze local levies and funding

Board members and staff used part of the meeting to review pending state legislation and how it could affect local revenues and compliance.

Members discussed a state 'SAVE' bill and worries about accelerating timelines and levy caps. One member said there is "big concern about accelerating SAVE" and warned that state action could alter levy authority, including cash reserves. The group also cited an example of another district: staff referenced a negative $18,000,000 adjustment to Cedar Rapids as an instance of state review authority that could set precedents.

Legislative uncertainty extended beyond SAVE. Members discussed behavior‑related bills and a screen‑time proposal that would require studies or new practices; members warned about "unfunded requirements" and the implementation burden on teachers. "Those are highly problematic," an agency participant said, and lobbyists and caucus members raised federal compliance concerns for certain versions of the bills.

Officials also discussed proposals affecting academic requirements — including a civics bill on the unfinished calendar — and the lack of final standards or pilot results for a civics test that could affect seniors. Separately, a board member advocated for counting AP exam scores (3–5) toward Regents university credit as a way to lower higher‑education costs for students.
