Planning staff said the proposed development is consistent with the town’s comprehensive plan, provides private-road access built to town standards, and includes stormwater facilities designed to minimize impacts in the protected watershed overlay. The applicant’s team — represented by counsel and engineers — presented a traffic impact analysis accepted by NCDOT and discussed utility coordination with Johnson County.
Staff recommended approval with conditions, including submission of property-owner association (POA) declarations prior to final plat, preservation of a 100‑foot wooded buffer on the north boundary, shared-access easements, a stormwater operations and maintenance agreement, and a five‑foot public sidewalk along US‑70 Business West. Council voted to approve the preliminary plat with those conditions.
Next steps: developer to obtain required permits, finalize easements and POA documents and construct the private road and stormwater infrastructure to town and NCDOT standards prior to final plat approval.
