Council approves local match and sign upgrades for Patchwork Parkway trailhead project

Parowan City Council approved a local match and sign upgrades tied to a Utah Outdoor Recreation grant for the Patchwork Parkway interpretive trailhead project.

Nancy Dalton presented the project background and said directional signs were originally ineligible for grant reimbursement; the city’s local cash match was listed as $6,002.06 (to be split across two budget years) and in‑kind labor and equipment were valued at $11,031.26 using FHWA valuation rates. Dalton said the Forest Service is donating summer labor to maintain kiosks at Mammoth Creek and Panguitch Lake and that the city has design/construction plans in hand.

A council member moved to approve the local match and the upgrade to Parowan signs not covered by the grant; another member seconded the motion and the council approved the request on a voice vote.

Why it matters: The match unlocks grant funds to complete the interpretive kiosk project and to refresh directional signage at key entryways; staff said bids from a local metalworker came in substantially lower than prior estimates and the city expects final sign costs under earlier projections.

What’s next: Staff will follow up with final bids and coordinate the contractor procurement and the multi‑year budget split for the match.
