A senator speaking in the Guam Legislature praised the inaugural Tides of Fantasy Renaissance Fair and presented official certificates recognizing Breaking Wave Theatre Company and several individual participants.
"By blending creativity with commerce and education, Breaking Wave Company has helped expand Guam's cultural calendar and open new pathways for economic and artistic growth," the senator said, congratulating organizers and volunteers and pledging continued legislative support for arts and community initiatives.
The chamber read an official certificate of recognition on behalf of the Legislature's Committee on Rules that commended the organization for fostering creativity and noted receipt of a National Theatre Company grant. A separate certificate listed the fair as held Feb. 21–22, 2026 at the Holiday Resort and Spa and was presented to CJ Ochoa; other honorees called to the podium included Joyce Torres, Nicholas Kenaca, Jerome Ocampo, Bex Rhodes, Sarah Rhodes and Shannon Ariarte. The certificate reading included a list of legislative signatories as read aloud in the hearing; the transcript contains inconsistent spellings for some names, which are recorded in the meeting record.
The remarks were ceremonial in nature: legislators thanked performers, vendors and volunteers for expanding Guam's cultural offerings and encouraged continued engagement between community arts groups and government. Recipients were invited to come forward for photographs at the conclusion of the presentations.
The session did not record formal votes or policy actions related to the recognition; it functioned as a ceremonial acknowledgment of the event and its contributors.
