The Chair announced the county will advertise proposed adoption of the 2024 International Codes, as amended to include the Alabama Energy and Residential Codes and the 2023 National Electric Code, and asked staff to identify any code changes likely to draw opposition.
The Clerk read the agenda item proposing advertisement and later confirmed the county would take public comment on a substantial amendment to the PY2021 allocation plan for the HOME-ARP program before any adoption. The Chair asked staff to flag “any code changes that you think might draw some opposition” so commissioners can be prepared, and to identify significant departures from the previous code.
An agency official reported that staff met with the Home Builders of Metro Mobile about a month earlier, presented a slideshow highlighting the most significant local changes and gave builders copies of the draft code for review. "We did meet with the home builders ... they had a packed house," the official said, and added the builders had been asked to review the materials and submit concerns; to date staff said they had received no comments.
A commissioner urged the county to directly notify the Homeowners Association, home builders and contractors so they are not “caught off guard,” and said that advance distribution would allow the county to address questions and avoid imposing unnecessary burdens. Staff said that, if the adoption process goes as planned, an effective date of May 1 is expected and suggested that date be included in the commission’s approval if they choose to adopt the codes.
