The Flagler Beach special magistrate on March 25 reduced a $100 parking citation issued Jan. 23 (P0235FB) to $30 after hearing from Raymond Healy, who said signage and striping were unclear at the 400 block of North A1A.
Healy told the magistrate he parked near a restaurant and did not see signs identifying the hashed area as a fire/rescue lane; he said he moved his vehicle when a companion pointed out the marking. City staff said the hashed area and arrows are used for emergency vehicles and water-rescue access.
The magistrate acknowledged the potential confusion but noted the public-safety purpose of keeping hashed areas clear. Rather than waive the fine, the magistrate reduced the monetary penalty to $30 and attached three compliance conditions: Healy must (1) participate in a city-organized beach cleanup on a Saturday, (2) complete an educational outreach effort and speak to at least 20 licensed drivers about not parking in hashed emergency-vehicle zones, and (3) return a signed form documenting that outreach (the magistrate said the form is submitted under penalty of perjury). Court staff confirmed a 60-day timeframe was discussed for completing the requirements; the order and completion instructions will be mailed to Healy.
An officer at the hearing said he recognized the driver’s confusion and was willing to recommend waiving the full fee; the magistrate said the reduced fine and the outreach were intended both to sanction the violation and to encourage public-safety awareness as beach season approaches.
The magistrate said an order reflecting the reduction and the compliance steps would be issued and mailed to Healy.
