Inspectors said the structure is vacant, appears weather-damaged, and may pose safety and nuisance concerns for the neighborhood.
The property owner is listed as living in Hartford, Connecticut and had requested a telephonic appearance; the owner or an authorized representative did not participate on the call. The magistrate issued an order granting city officials access to inspect the property and asked staff to take a building inspector with them. The magistrate directed that written authorization (notarized or otherwise verifiable) be provided within 15 days; if access is not granted the magistrate warned of a $250-per-day fine effective retroactive to the hearing date.
City staff discussed practical steps for obtaining authorization (certified mail, electronic notarization) and said they would draft the order for the magistrate to issue; the magistrate said the order and any associated costs would be mailed to the respondent.
