The city commission adopted on second reading a restated comprehensive plan amendment to change approximately 68.67 acres on the south side of Saint Joe Road from Pasco County RES‑3 to Dade City Low Density Residential (LDR).
Staff (Miss Ralston) told the commission the parcel is currently under single‑family subdivision development and that the LDR designation is being recommended to align the parcel with the zoning that fits the lot sizes and site layout. Two neighboring residents asked why the city used LDR rather than SDR and urged that transmittal procedures be tightened so that state and county filings do not lapse.
Commission members questioned staff about procedures and asked for a written checklist and compliance steps to ensure required transmittals to the state occur on schedule; planning staff said they had implemented a process to send development orders and transmittals within the week of a public hearing going forward. The ordinance passed by roll call vote (5–0).
Commissioners asked staff to provide a future presentation describing the new procedures and a checklist to avoid future transmission oversights.
