Margaret Woods (Saint Joe Road) said heavy earth‑moving equipment at the Vista Walk development operates seven days a week and that a model home uses floodlights that shine into living rooms. She said the required 20‑foot landscaped perimeter buffer is not yet installed and asked which department residents should contact to register enforcement complaints; staff said the building department will follow up and indicated the city had checked whether work‑hour limits are in the current code.
Commissioners and staff discussed clearer inspection protocols and a checklist to document responsibility for grading and erosion control inspections. One commissioner asked staff to assemble procedures and a compliance checklist so the commission could verify transmittals and enforcement tasks were completed going forward.
