The Henderson County Board of Commissioners approved an amendment March 18 to Conditional Zoning District CD‑2020‑02 (Horseshoe Farms), expanding the district to about 90.829 acres to add an administration building, relocate the RV area and change internal road configurations, including a third entrance onto South Rugby Road.
The applicant, Sen‑Asheville 1, LLC, submitted the amendment to add nine residential lots (five existing single‑family homes and four proposed homes) and to formalize internal access changes. The application was prepared by Land Planning Collaborative; John Turchin served as the applicant’s agent and Bob Grasso was listed as planner of record.
A neighborhood compatibility meeting was held Feb. 5, 2026. The Planning Board reviewed the application on Feb. 19, 2026, and voted unanimously to forward a favorable recommendation with stated conditions. At the March 18 public hearing, resident Mebane Lee expressed opposition and raised concerns about increased traffic; Chairman William Lapsley commented that the applicant appeared to have addressed neighbors’ concerns and noted fewer adjacent residents attended the meeting than at the Planning Board.
Chairman Lapsley made the motion to approve CD‑2020‑02‑A1 with the 2045 Comprehensive Plan Statement and the proposed conditions; the motion carried.
