The Mooresville Plan Commission voted to deny a proposed 7 Brew development in the Kroger shopping center area after members raised concerns that the project would reduce an already-limited parking supply.
Bill Terry of Bligh Engineers, representing the applicant, described repeated redesigns and said the landlord preferred the proposed location on South Indiana Street. Commissioners and staff focused on the parking impact: one commissioner said the shopping center needs approximately 225 spaces by the town’s standards but currently has about 165; removing the proposed 50 stalls would reduce available parking to around 115.
Multiple commissioners noted the landlord declined to re-stripe or expand existing parking to accommodate the new use. A commissioner who visited the site said the lot was nearly full at midday, while the applicant said he had observed the lot 25–50% full at other times.
After discussion, the commission moved to deny the development plan and plat. The transcript records the vote as 4 in favor, 0 opposed and 1 abstention. The motion to deny was made by a committee member and carried.
