KTA staff to add Route 20 stops for new Callahan Flats development; change set to begin May 4 pending quorum approval

KTA staff reported that Callahan Flats, an affordable housing development off Old Callahan, is complete and the agency will modify Route 20 to serve the site starting May 4 when full service resumes. Staff said the board previously approved serving Callahan Flats under the CAT Reimagined plan and the agency is ‘‘just making good on that promise.’’

Staff described the change as an inbound loop that adds stops to provide access without eliminating existing stops. ‘‘It’s just really adding, like, a little loop to close access,’’ a staff member said, adding the modification is primarily inbound and outbound trips will remain unchanged.

Staff said the development contains 88 units and was built with intentionally limited parking, which is one reason developers engaged transit staff early so transit service could be provided. The staff presentation said the proposed change ‘‘does not meet the major, major modification’’ thresholds for a Title VI analysis or a public hearing.

Because the meeting lacked a quorum, staff said formal approval will wait until the next meeting or any meeting where a quorum is present; staff also said they can bring the item back in April if needed. A commissioner who supported the change said previous boards already approved serving the area and urged staff to proceed to provide service to residents.

Next steps: staff will implement the May 4 routing when full service resumes and present the change for formal board approval when a quorum is present.
