An applicant withdrew his request to rezone a house on North Gardner Avenue from R-1 to I-1 after neighbors described long-standing residential character and what they said were existing industrial uses on the site.
Alfonso Miller appeared to seek an I-1 zoning classification so the property owner could park equipment and operate in a light-industrial manner. Neighbor Theresa Lewis told the commission, "I don't plan to live in an industrial area," and said vehicles are frequently parked on her grass and have created ruts. Jan Jones, who lives east of the site, described oversized lots and older houses that have remained residential for decades and said she did not want industrial uses introduced into the neighborhood.
Several commissioners signaled they would not support the rezoning. Commissioner (16) raised the neighborhood-management concerns and suggested the applicant could withdraw and retain half of any application fee; staff confirmed withdrawals at planning commission entitle applicants to half a refund. Alfonso Miller agreed on the record to withdraw the application, saying he did not "want to bother the neighborhood" and would try to improve his plans.
Because the applicant withdrew, the commission recorded no vote on the rezoning. Commissioners and staff noted that a denial would have been an option but that withdrawal ends this application at the planning-commission level; the applicant may return with a revised proposal or pursue other sites.
