The Villa Park Plan Commission voted to recommend that the Village Board adopt a uniform three-hour parking time limit along the Villa Avenue business district.
The recommendation followed public comment from Natalie Kramer, owner of the Salon Society at 115 South Villa, who told commissioners that the current 30-minute limit on the west side of the corridor is too short for service businesses and that several clients and contractors had received $75 parking tickets since the salon opened in February. Kramer said many service-oriented customers require longer stays than 30 minutes and that a consistent time limit would be easier for businesses and patrons.
A village staff member explained the corridor currently contains multiple time zones — the west side is 30 minutes, the east side three hours, and a single 15-minute stall is reserved for quick loading — and said that the last update was made in 2020. Staff also noted that the publicly owned metro parking lot is under construction and is expected to remain offline for roughly 18–24 months, which affects available nearby parking capacity.
Commissioners discussed options including adopting a sunset clause to make any new time limit temporary and suggested the commission could revisit the policy after conditions change. Staff told the commission a recommendation would go to the Village Board as soon as April; if approved, an ordinance generally becomes effective 10 days after passage and Public Works would be responsible for installing new signage.
A commissioner moved to recommend a uniform three-hour limit along Villa Avenue in accordance with staff suggestions; the motion was seconded and carried on roll call. The commission will forward the recommendation to the Village Board for ordinance consideration and possible enactment.
The commission also directed staff to present concept drawings for the museum parking lot at the next meeting and reminded members about standing administrative training and economic-interest statements due in May.
