The Appleton City Plan Commission approved an extraterritorial preliminary plat on March 25, 2026, clearing the way for Habitat for Humanity to subdivide a parcel in the town of Grand Chute into four lots for single-family residences. Colin, a city staff member, presented the proposal and said staff had no comments and recommended approval.
The proposal, submitted by Carol Land Surveying on behalf of the property owner Habitat for Humanity, would split a single parcel located just off Gillette Street, north of the intersection with Evergreen Drive, into four lots. "Staff is recommending approval of this preliminary plat," Colin said, adding the plan is "relatively straightforward." He noted the extraterritorial review gives the city the opportunity to evaluate plats within three miles of its corporate boundary to ensure alignment with transportation, stormwater and other municipal standards ahead of any future annexation.
The chair called for a motion on the agenda item referred to during the meeting as "item 20 six-three 68." Commissioners made a motion and a second to approve; the commission voted by voice and the chair announced the item approved with no opposition. Earlier in the session, the commission also approved the minutes of the previous meeting by voice vote.
The action is a preliminary plat approval; no final plat or permitting was recorded during the meeting. The commission had no public hearings or public appearances on the matter and adjourned after completing the docket. Any subsequent steps — including final plat filing, permit reviews, or annexation actions — would occur in later proceedings or in coordination with Grand Chute and the applicant.
