Ben Brigandy, president of the Lycoming County System Library Board of Trustees, told the board that county funding is a matter of survival for smaller libraries and thanked commissioners for reconsidering the system’s funding request. "This is an issue of survival for, particularly, our smallest libraries in Muncy, Hughesville, Montoursville, Jersey Shore, Montgomery," Brigandy said, urging full consideration of the requests.
Shannon (speaker 6), presenting an informational item, said the county will post allocations and planned expenditures on meeting agendas for transparency. She clarified that displayed charts did not reflect facility costs correctly in one instance and directed commissioners to an agenda attachment with a full line‑item breakdown. "These are what the quarterly draw downs would be by location," Shannon said, and noted allocations are based on population.
Commissioners approved routine payables presented by finance staff: accounts payable of $1,076,423.01 payable on 03/11/2026 and a credit‑card report totaling $14,227.78. Finance staff described the funding split for the accounts payable (94.52% general fund, 1.59% RMS, 3.89% escrow) and for the credit card report (97% general fund, 3% RMS). The board approved both items by voice vote.
