Planner Subhashikaruna Ratna presented the MPC recommendation for a special use permit to allow on‑premises complimentary beer and wine sampling at Hey Honey and Boards, a 3,000‑square‑foot, appointment‑only charcuterie workshop at 125 West Duffy Street.
Ratna explained the business model: workshops are instructor‑led, limited to 20 participants, operate between 10 a.m. and 6 p.m. Monday through Saturday, and do not function as a bar or permit walk‑in alcohol service. The applicant obtained a “good neighborhood agreement” with the Victorian Neighborhood Association addressing maintenance, security and operational coordination.
MPC staff recommended approval with the condition that the special‑use permit is not transferable. Alderman Dietrich Leggett noted coordination with the neighborhood and said the applicant had exceeded requested conditions on lighting and cameras. After brief questions about parking, where the planner said the use is grandfathered with on‑street parking, council closed the hearing and approved the permit as recommended.
The permit allows limited, instructional sampling as an accessory use to the instructional studio; the council recorded no objections during the public hearing.
