The commission also considered an application from Rip's Brick Oven Pizzeria for a manufacturer liquor license with a sidewalk‑restaurant rider at 817 South Illinois Avenue. Staff recommended reclassifying the application as an on‑premises secondary restaurant with a sidewalk‑restaurant rider based on the business plan and anticipated revenue mix (staff said the applicant projected about 70% of revenue from food and nonalcoholic beverages). A commissioner moved to approve that classification; the motion passed on roll call.
All votes in these items were taken by roll call and carried. The commission then adjourned and the council meeting began.
