The Mount Jude Municipal and Regional Planning Commission on March 19 recommended that the board of commissioners approve a change to the Tramore subdivision’s certificate-of-occupancy (CO) trigger from the amount shown in the packet to 25 COs, matching a nearby development.
City planner John said the applicant asked to align Tramore’s CO trigger with Benders Cove after utility conflicts with Piedmont Natural Gas complicated earlier timelines. An applicant representative told the commission the developer is “actively working on our turn lanes” at the subdivision entrance and asked for “a little bit of grace to match the ’25 CO unit count that was granted to Benders Cove.”
Staff and several commissioners noted that some road-improvement requirements fall under the Wilson County Road Commission’s jurisdiction and that the county—not the city—will enforce certain access and widening conditions. Staff said the city can still impose and enforce other on-site requirements through CO conditions.
Commissioners asked how many COs the subdivision currently has; staff reported Tramore is at 20 COs. The developer said model homes are under way and estimated a model home could be ready in August, adding the project team did not want to be “caught by Lebanon improvements not being done.”
A motion to recommend the 25-CO trigger carried by voice vote. The commission’s action is a recommendation; the board of commissioners will consider the PUD amendment and the CO-trigger change on its schedule.
