The Danbury Board of Awards on Wednesday approved a series of procurement awards and contract renewals, including a consultant to develop the city’s SS4A comprehensive safety action plan and a multi‑year extension for network security appliance support.
Purchasing Agent Chip Volker said six firms responded to the SS4A request for proposals and that AKRF scored highest after interviews and evaluation. The board voted to award the SS4A contract to AKRF; Volker said the project was under the $500,000 budget and had a timeline ahead of schedule. Volker recorded funding lines for the project: $100,000 from a capital SS4A account (Dot2020-7000.089) and $100,000 from a U.S. Department of Transportation Federal Highway Administration Safe Streets for All grant, award number 693JJ32440819.
The board also renewed behavioral health consultant services for the Police Department with Dr. Edward Keane. Volker said the prior three‑year agreement (beginning 08/08/2022) carried a $125/hour rate; Dr. Keane requested an increase to $157/hour and the parties agreed to a $145/hour rate for the upcoming one‑year renewal with a planned increase to $157/hour in the following year. A motion to exercise the first one‑year renewal at $145/hour was approved unanimously.
Other approved items included a one‑year extension for the Fire Department’s injury prevention and health‑and‑wellness program with First Response Health and Wellness at $29,800 annually; the purchase of a new Mack GR42F dump truck from Gabriela Truck Sales of Connecticut via the Sourcewell cooperative contract for $256,850; annual AV maintenance and warranty extension for the Emergency Operations Center from Red Thread Spaces at $16,799 under a sole‑source justification; annual GIS system support and updates from CAI Technologies at an estimated $20,200 (sole source); and a three‑year change order with Computer Integrated Services (CIS) to continue SonicWall appliance support at a total three‑year cost of $88,793.63 (Year 1: $37,391.08; Year 2: $30,376.27; Year 3: $21,026.28).
Most motions were moved and seconded by board members and carried on voice votes. For the network security item, the transcript records one speaker saying, “No, I’m not in favor,” during the call for votes, but the official meeting record as read in the transcript shows the motion carrying (the wording recorded immediately afterward is “motion carries unanimously”).
The board adjourned following the final vote. The meeting record shows staff will proceed with contract execution subject to the usual departmental reviews and acceptance of final contract language by Planning and Zoning and the Office of Corporation Counsel where noted.
