Jackson City’s zoning committee voted to adopt a package of text amendments to the city’s zoning ordinance intended to clarify land-use definitions, address new retail types such as heated tobacco kiosks, refine distance and operational limits for bars/nightclubs and strengthen site-plan review procedures.
Esther Ainsworth, zoning administrator, said the amendments stem from evolving uses, enforcement needs and planning-board input; the planning board recommended the package by a unanimous vote. Council members asked which external stakeholders were consulted; Ainsworth said public notices were issued and planning-board members and staff were involved.
Key changes discussed include clearer distinctions between a bar, nightclub and restaurant (limits on dancing and live entertainment for bars and restaurants), distance limits from sensitive uses, new language to regulate heated tobacco kiosks in line with state definitions, and removal of a requirement that utilities be placed underground in one downtown overlay because of cost concerns. Council members also discussed site-plan review capacity and staff described steps to encourage pre-application reviews and faster tracks for major projects.
A brief loss of quorum occurred during the vote; quorum was restored and the council voted to adopt the text amendments. Staff said enforcement will be coordinated with existing tobacco paraphernalia and ABC permitting where appropriate and that language may be revisited in future policy work.
