The House Government Oversight Committee moved and adopted a substitute to House Bill 176 and then voted to favorably report the substitute to rules in reference with a 13–0 roll call.
Vice Chair Ferguson moved to amend with the substitute (L1362964). The substitute clarifies that an applicant cannot demonstrate the same offering more than once but may apply again with a different offering; it also changes the initial demonstration term from an initial five years with up to three one‑year renewals to an initial 24 months with up to five one‑year renewals. Sponsors and members said the change keeps the same potential overall sandbox period but provides an earlier check‑in by moving the first review to 24 months.
Representative Rader and Representative Sims were recognized as having worked with sponsors and policy staff on the substitute. After acceptance of the amendment without objection, Vice Chair Ferguson moved to favorably report Substitute House Bill 176 to rules in reference. The clerk called the roll and the committee recorded a unanimous vote in favor: Chair Hall; Vice Chair Ferguson; Ranking Member Humphrey; Representatives Claggett, Gross, King, Veil, Pizzoli, Rader, Simms, Stevens, Troy and Workman all voted yes; the chair announced the vote as 13 to nothing in favor.
The committee asked members to sign the attendance sheet to document the action. The hearing on the underlying measure was closed at that point.
