The Irving City Council unanimously approved a zoning change on March 26 to allow a restaurant, Velvet Taco, at 901 MacArthur Park Drive (Suite 100) with accessory on‑premise alcohol sales.
Why it matters: The change rezones the parcel from Community Commercial to SB‑1 with a site plan for a restaurant and explicitly authorizes on‑premise alcohol sales as an accessory use, clearing the way for the operator cited by ownership.
Michael Hale, who said he represents ownership of the MacArthur Park Shopping Center, told the council the proposed restaurant use fits existing tenant patterns on the corridor and will be consistent with other businesses in the center. “As ownership, we feel like this use is consistent with other businesses that are operating in the shopping center today,” Hale said.
A motion to approve the ordinance passed unanimously; no public opposition was recorded in the council discussion. Council staff confirmed the change and the site plan met the conditions presented to the council.
The ordinance (identified in the meeting as Ordinance 2026‑7 ZC) moves the property from CC to SB‑1 and includes the site plan details and accessory use for on‑premise alcohol sales. Staff will process permits and inspections required for the restaurant’s build‑out and operations.
