Council discussed a proposed ordinance to add a fee for the city’s leaf-and-brush collection service and chose to table the measure to the first budget session after multiple residents criticized the change.
Staff framed the proposal as an attempt to recover growing operational costs and to offer a per-service revenue stream rather than relying solely on the general fund. Mayor and council members spoke about rising costs of fuel and labor and said staff were asked to explore options during previous budget discussions.
Public commenters pushed back. Randy Bridal (speaker 19) urged caution and said fee adoption could be a slippery slope. Angela Brindley (speaker 10) called the fee “unjust,” arguing many residents do not use the service and would nonetheless pay. Mike Mahoney (speaker 17) said making the fee mandatory would be “a tax increase” in effect and warned of unintended consequences if residents opt out. Another commenter (speaker 21, who referenced budget documents) said the sanitation fund showed reserves and asked why the $10/month figure equated to $731,000 when deficit figures were smaller.
Council debated alternatives — outsource services, include the question in the budget process, or keep services funded by the general fund — and ultimately moved to table the ordinance until the first budget discussion. The motion to table passed by voice vote; council scheduled the issue for the next budget session.
