Committee hears update on HB 317 as federal drone restrictions change procurement landscape

Chair Claggett called House Bill 317 for its second hearing and asked Representative Rhett Matthews to update the committee on recent federal developments. Matthews told members that federal courts have upheld bans on certain foreign-made drones and that the Department of Commerce has limited purchases of new foreign-made drones for governmental entities.

"When we introduced this, we were waiting for essentially what the feds were going to move on this," Matthews said, adding that federal action informed how the state should craft any transition or sunset language to avoid forcing agencies to dispose of equipment prematurely. Several members noted law-enforcement requests for a sunset plan to allow time for replacement or compliance.

Chair Claggett said the committee will stay in touch as the federal situation develops and that staff will bring additional hearings as needed. The matter concluded its second hearing in committee; no vote was taken.
