The North Richland Hills Planning and Zoning Commission on March 19 recommended approval, by a 4–0 vote, of a special use permit allowing a second permanent accessory building at 7228 Bursey Road. The item will go to City Council on April 13.
Clayton, planning staff, told the commission the two‑acre property contains an existing house and accessory structures; the applicant sought approval for a new permanent garage roughly 28 by 30 feet with a loft (approximately 1,232 square feet of enclosed space but an 840‑square‑foot footprint). Staff noted that the combined accessory building area exceeds the typical 2.5% lot‑area threshold and that the special permit process is required to consider that deviation and other standards such as roof pitch and wall height.
Christian Hernandez, representing Hernandez Incense, LLC, said the proposed garage will match the house exterior, be used for storage and an upstairs loft (not a permanent living space), and include two 2x12 garage doors with glass to match the residence. The property owner said the addition will improve the home's appearance and that nearby neighbors are supportive.
No members of the public spoke in opposition; Thomas Riddle returned to the podium to congratulate the owner on the parcel and said the project should proceed. After brief questions from commissioners about whether future accessory buildings would require separate approvals, the commission moved and seconded to recommend approval; the motion passed 4–0.
City Council will consider the special use permit on April 13.
