The Administrative Finance Committee on March 24 reviewed two separate resolutions seeking county conduit-authority support for volunteer fire companies.
Councilman Toole presented R26-073 on behalf of the Christiana Fire Company, saying the company plans to purchase a Seagrave Marauder aerial unit and a Seagrave Marauder pumper and is seeking conduit bond authority to finance the apparatus. Toole said this arrangement is conduit financing and “does not affect the general obligation debt of New Castle County.”
Councilman Cartier presented R26-074 to provide conduit bonding for Brandywine Hunter Fire Company No. 1. Cartier said the company, which recently celebrated its 100th anniversary, seeks $1,200,000 to improve its fire station. Cartier explained that conduit bonding lets the county lend its AAA bond rating so the borrower can receive lower interest rates on the debt; he reiterated that the county’s general obligation debt would not be affected.
Council members indicated support and asked to be listed as co-sponsors; the transcript records introductions and discussion but does not show final committee votes on either resolution. The items were described as financing tools intended to lower borrowing costs for volunteer fire companies while preserving the county’s debt posture.
