The applicant representative (S2) told the commission the proposal is the fourth phase of the Port Derryll development and that off‑site roadwork and utilities are already in place. S2 said lots front on Cliff View Drive and described two driveways off Cliff View and a shared driveway for two lots off 2100 West. "We've worked closely with planning and engineering and staff," S2 said, adding that final grades and construction drawings will resolve remaining technical issues and easement language.
Commissioners asked for clarity about ownership and maintenance of common driveways. S9 (applicant representative) said the common drives are shown as easements to be maintained under HOA CC&Rs and that the applicant will address easement and maintenance language in the construction drawings. S10 (staff member) and S1 (chair) advised the applicant to finalize CC&Rs and easement details before recording the plat so duties such as snow removal and long‑term maintenance are settled in advance.
With that condition and the staff and JUC recommendations, the commission approved the preliminary plat. The applicant thanked the commission following the vote. The commission’s action was procedural approval of the preliminary plat; final engineering and plat recording remain subject to the agreed conditions and technical reviews.
