Barnesville council accepts City Manager Roberts’ retirement and moves to appoint David Rose

The Barnesville City Council accepted the retirement of City Manager Kenneth D. Roberts, effective Feb. 1, 2018, and authorized the Mayor to execute an agreement for Roberts to provide part-time temporary services at $50 per hour with normal benefits.

The acceptance of retirement and temporary-employment authorization were recorded in the minutes of the Nov. 6 meeting. Council later held executive sessions and special called meetings to interview candidates for the city manager position. On Dec. 18, after interviews and executive session, Council voted to authorize City Manager Roberts to offer David K. Rose the City Manager position and to recommend that the Assistant City Manager position be reclassified to Chief Finance Officer (CFO).

The minutes record unanimous votes on the retirement acceptance and on the authorization to offer David Rose the position. Council also directed the City Manager to post the position internally during the recruitment process at its Nov. 27 meeting and expedited the process per Councilmember Claxton’s motion.

The minutes do not include the text of any employment agreement for David Rose or the final signed contract; they record the council’s authorization to proceed and the recommendation to change an administrative title.

Council’s recorded actions set a timetable for leadership transition and authorize staff to finalize recruitment and employment paperwork.
