Committee narrows transfer-exemption language and restores $60,000 to Domestic Violence Council

Morgan Poloni introduced language that would exempt specific divisions of the Department of Health and Welfare from certain transfer restrictions in the FY2027 maintenance bill. A senator requested unanimous consent to include the exemption widely; after an objection, the senator made a formal motion to include the exemption for several divisions.

A substitute motion narrowed the exemption to two divisions—youth safety and permanency and licensing and certification—on the grounds that they were the priority items. The substitute motion passed.

Separately, the committee approved a motion to add $60,000 ongoing for the Domestic Violence Council. Representative Woodrow disclosed a personal interest under section 39h; the motion passed with recorded tallies and carried a do-pass recommendation.
