On March 12 the City of Muskegon Planning Commission voted to recommend amendments that would set minimum densities for the city’s multifamily zoning districts.
Planning staff said the existing ordinance sets maximum densities for RM1, RM2 and RM3 but lacks minimums, which can blur the intended differences between zones. Staff proposed minimums of 14 dwelling units per buildable acre for RM1, 17 for RM2 and 25 for RM3 to preserve meaningful distinctions. “R M 1 would be 14 dwelling units per buildable acre as the minimum,” planning staff said. Staff noted that if a lot is smaller than an acre the minimum is reduced proportionally.
No public testimony was received during the public hearing. Commissioners asked how staff selected the numeric minimums; staff said those figures are slightly above neighborhood averages (about eight to ten units per acre) and that small‑lot solutions such as duplexes plus accessory dwelling units could meet the proposed minimum on small parcels.
A motion to recommend the density amendments to the City Commission was moved, supported and approved by roll call. The Planning Commission’s recommendation will be forwarded to the City Commission for final action.
