Dennis explained the change is intended to account for inflation and administrative efficiency. Council members discussed examples where very small projects were delayed by bid requirements and asked staff to ensure local sole-source exceptions and prudent oversight remain in the policy. The resolution passed by roll call with the three council members present voting in favor.
Council asked staff to adopt clear practices to document cost estimates for small purchases and continue to require written quotes for sole-source or time-sensitive repairs.
