Council approves $300,632.30 payment to Bay Brothers for culvert work

The Castle Valley Town Council approved a capital payment of $300,632.30 to Bay Brothers related to culvert construction and associated flood-protection work.

During discussion council members questioned the allocation of expenses and whether some work should have been billed against Emergency Watershed Protection (EWP) or other grant funding. Staff said much of the charge was for physical culvert construction and associated moving and fill work; members agreed that some elements of the project were town responsibility. After debate the Chair moved to approve the payment, the motion was seconded and members voted verbally 'Aye.'

Councilmembers said they will follow up with staff to confirm which portions of the work were covered by outside programs and whether any reimbursements are pending. The payment was approved and the contractor is due to be paid according to the council’s action.

The council did not identify a petition to withhold the payment; members appeared satisfied with the immediate need to pay the contractor to keep the project on schedule.
