The Board of Public Works and Safety voted to award the 2026 maintenance improvement program contract for asphalt milling, patching and resurfacing to DC Construction Services Inc. for $1,821,919.42.
City engineer Matt McElroy told the board that seven bids were opened and that DC Construction was the lowest responsive bidder. “There’s 36 road segments and approximately about 5.3 miles worth of roadway to pave,” McElroy said, explaining the scope.
Board members noted the low bid compared with the engineer’s estimate and discussed the contractor’s past work in 2021, when extra follow-up was required. The chair said staff had checked references and that McElroy had contacted six communities; four responded that DC Construction had improved operations. The board also discussed whether to hire an outside inspector given cost sensitivity and the lower-than-expected bid.
After the discussion, a member moved to accept the bids and award the construction contract to DC Construction Services Inc. as the lowest, most responsive and responsible bidder; the motion was seconded and approved by voice vote.
The city said the project leverages state CCMG funding that became available after recent legislative allocations and will be executed in partnership with district transportation authorities. Third-party inspection was suggested as an option to monitor quality given the contractor’s history.
