Richmond Community Schools trustees discussed revisions to Policy 4162 on March 24 to align district rules with the Federal Motor Carrier Safety Administration and to clarify when drug and alcohol testing applies to CDL holders and operators of district vehicles.
Staff member explained the policy defines a CDL-holder as a person operating a vehicle designed to transport 16 or more people, including the driver, and clarified that the district may require post-accident or reasonable-suspicion testing even where visible impairment is not initially apparent. Chair and committee members asked whether mechanics who work on buses need CDLs; staff said they would verify fleet maintenance practices and the extent mechanics are called upon to drive vehicles.
The board agreed to review the detailed drafting before moving the policy to first reading at a business meeting.
