The Gadsden County Board of County Commissioners voted to pull two agenda items tied to senior-services funding after a sustained debate about the language and oversight in the meeting packet.
Several commissioners said the paragraph describing item 11g amounted to a blanket authorization that would allow activities or expenses to proceed without prior review by the board or the administrator. Commissioner (speaker 3) said the board has previously approved similar funding for senior services but that this request lacked any process or checks and therefore could allow inappropriate uses or unreviewed invoices.
The county attorney (speaker 7) told commissioners he had reviewed the item and said it never cleared the normal administrative review; he characterized his role as protecting the board and said he consults with commissioners before recommending an item be removed from the agenda. After discussion the board made a motion, seconded and approved, to pull items 11f and 11g so staff can provide more specific program requirements, vendor controls and invoice procedures before the items return for action.
The clerk and the interim county administrator (speaker 1) were asked to supply additional documentation and clarify whether funds already moved into a budget line remain available. Several commissioners said they wanted a single, uniform process governing how the county disburses funds to outside entities.
The board did not vote to rescind any prior transfer of funds; staff said the $40,000 referenced in the packet had been moved in a previous meeting but not yet spent. The attorney and administrator were directed to bring revised agenda language and procedural rules to a future meeting or special session so the board can approve a clear process before authorizing payments tied to the item.
The board s action leaves the item on hold pending the additional documentation and revised language requested by commissioners. The clerk indicated staff would coordinate with commissioners and the attorney to return the item at a later meeting.
