The Carroll County Economic Development Authority on March 17 approved the minutes of its February meeting and accepted the treasurer's report, including payment of March invoices, before convening a closed session under the Virginia Freedom of Information Act.
At the start of the meeting the Chair called the session to order and led the Pledge of Allegiance and opening observances. The Chair then asked for public comment, and, hearing none, moved to the approval of minutes. A board member moved to approve the February minutes; the Chair called the voice vote and announced the minutes were approved.
The board next considered the treasurer's report and a proposal to pay outstanding March invoices. A board member moved to accept the treasurer's report and to pay invoices; the Chair seconded, the board voted in favor and the Chair announced the treasurer's report and payments were approved.
The Chair then moved that the board convene a closed session "as authorized by Virginia code," citing the Virginia Freedom of Information Act. The board voted to go into closed session. After returning to open session, the Chair read a certification stating that the closed session had been conducted in conformity with the Code of Virginia (section 2.2-3711(b)). Each member verbally certified their concurrence.
With no new or old business raised, the Chair entertained a motion to adjourn; the motion carried and the meeting ended.
