Committee hears forecast adjustments and a bill to report grant bases and draft riders

Doug Berg, fiscal analyst for the committee, presented the annual forecast adjustments article and said it implements the February forecast for programs under the committee’s jurisdiction; he described the measure as a routine, technical implementation with no policy changes.

On a separate bill, Berg and Chair Noor described a measure that would require the Department of Human Services, the Department of Children, Youth, and Families, and the Department of Health to produce a report by November 30 showing the grant base for fiscal years 2028 and 2029 and to propose rider language so the 2027 Legislature could consider ridered grant appropriations. The A1 amendment moved a deadline from September 1 to November 30; the amendment was adopted by voice vote and the bill was re‑referred as amended to the general register.

Representative Fisher and other sponsors renewed motions to lay or refer their bills as recorded in committee minutes; the committee concluded business and adjourned.
