The Vienna Planning Commission voted on March 11 to adopt redline edits to its bylaws and rules of procedure effective that date.
Chair Glassman presented a redline that would place public hearings before regular business, remove a non‑Robert’s‑Rules reference to “old business,” and add language clarifying what a lesser number of commissioners may do when a quorum is not present. Commissioners discussed whether the bylaws should explicitly allow non‑deliberative informational meetings with fewer than a quorum and debated whether the commission could originate proposed code changes or should continue routing them through staff and the Town Council.
The commission also discussed whether to move the deadline for submission of written public comments from 3 p.m. the day before the meeting to noon on the day of the meeting. Commissioners noted a tradeoff between allowing late‑breaking public participation and giving commissioners sufficient time to read materials prior to the meeting.
A motion to adopt the redline bylaws as presented carried on a roll call and the updated bylaws were adopted effective March 11, 2026. Commissioners asked staff to bring a clean, published version and to note the agreed changes for Town Council and the public packet.
