Clayton to seek bids for drainage fixes; wastewater plant upgrade needs clearer plans

The Town of Clayton council directed public-works staff to solicit bids to address stormwater drainage on Adar Avenue after residents reported persistent standing water that accelerates road deterioration. The Chair asked Pete to obtain bids to install a covered drainage tile and a pipe toward the nearby pond; members emphasized fixing drainage before repaving.

Separately, the Chair updated the council on the Clayton Christian Church drainage issue: the ditch’s flow begins two parcels west of the church and an 8-inch subsurface pipe of uncertain origin starts the system; the town's engineering firm, Banting Engineering, will research the matter and may use a camera inspection to locate the pipe start.

On wastewater plant upgrades, electrical contractors told staff they cannot submit reliable bids without detailed schematics because many electrical boxes appear to be more than 50 years old and the wiring layout is unclear. The town has GRW blueprints for a full revamp that could serve as a starting point, but additional engineering and contractor review is needed. Contractors also questioned how to wire any new 600-amp service to an existing generator that the town reported as 275 amps, signaling a need for electrical assessment and a clearer scope before procurement.
