Finance Committee reports wide slate of bills and supplemental appropriations to full Senate

The Senate Finance Committee used voice votes to report a broad set of committee substitutes and supplemental appropriations to the full Senate, moving a number of fiscal and policy items forward in the legislative process.

Among measures the committee reported were: Committee Substitute for House Bill 51‑62 (recodification and reinstatement of tax lien sale provisions), House Bill 53‑82 (extension of the Neighborhood Investment Tax Credit program through July 1, 2031), House Bill 56‑85 (authorizing up to $12,000,000 from excess lottery funds to pay debt service on revenue bonds for State Culture Center capital projects and principal bond authorization language later referencing up to $150,000,000), and a range of supplemental appropriations filed as Senate originating bills that reallocate surplus funds for highways, corrections, tourism and department‑specific capital projects.

The committee also approved House Bill 40‑10 to create an Airport Hangar Grant Program and transfer $75,000,000 from the Economic Development Project Fund to a new subfund for grants, House Bill 44‑04 increasing annual spending authority for volunteer fire departments’ training and prevention supplies from $500 to $5,000, and several appropriations to hospitals and conservation projects. Most measures advanced on voice votes; where recorded, the committee logged roll or division counts and otherwise announced that “the ayes have it.”

All reported measures will next be scheduled for consideration by the full Senate.
