The Vienna Board of Zoning Appeals signaled on March 18 that it will apply a three-minute time limit to public commenters at long, well-attended hearings, a measure members said is intended to reduce repetition and keep lengthy meetings manageable.
Committee member Creed proposed the time limit, saying that the board's recent long hearings produced many repetitive comments and that a clear three-minute rule would help keep the public-comment period efficient. "We've gotta have some more detail in our in the minutes... and set a precedent on these long meetings where we permit 3 minutes," Creed said. Another member seconded the proposal and members agreed it would apply to public comments, not applicants, and that the chair and clerk would operate the clock.
Andrea West, zoning administrator, told members staff expects a heavy public turnout next month for a conditional-use permit application from a local school seeking to expand; that matter was deferred from the current meeting. West said materials will be sent earlier than usual because the packet is likely to be large and that there may be additional variances scheduled ahead of the larger hearing. She reminded members that substantive discussion of the application cannot occur before the public meeting night.
The board did not record a formal vote limiting public comments at this meeting; members expressed informal agreement and asked staff to prepare to employ the clock and to state the rule upfront to commenters. The board also reiterated that applicants may have longer presentation time and that the three-minute limit—if applied—would be enforced only for members of the public during the comment period.
Board members also asked that minutes provide clearer detail on answers given during hearings to better preserve the record for any future appeals.
