Wylie council approves $2,000 donation to Hope for the Cities after debate over precedent

The Wylie City Council voted 6–1 on March 24 to authorize a donation not to exceed $2,000 to Hope for the Cities after a public hearing with no speakers. Staff confirmed the organization had submitted required paperwork.

Councilman Scott Williams spoke in opposition, saying he supports the nonprofit’s mission but is concerned about establishing a precedent for using general‑fund taxpayer dollars to underwrite nonprofit events. "I love Hope for the Cities... However, I'm not, myself, quite inclined to think that it's it's wise for us to set a precedent of using taxpayer money," Williams said during debate.

Supporters, including Mayor Pro Tem Gino Maleche and Councilman Dave Strang, said the event could bring visitors to Wylie and create broader economic benefits. Maleche moved to approve the item; Councilman David R. Duke seconded. The motion carried with one council member recorded as voting against.

Staff additionally told the council that in similar cases the Economic Development Corporation typically supports local events through marketing and ticket‑purchase pass‑throughs rather than direct grants from the general fund. Parker also noted that any one‑time approval would be funded from the city’s general fund because no specific line item exists for donations.

The council’s approval does not establish a formal policy change; staff said the city attorney will review the donation ordinance and staff will bring any suggested ordinance changes to a future work session.
