Liberation Bio asks Richmond council to extend tax-abatement completion date; items referred to committee

Beth Fields, director of strategic initiatives, asked the Richmond Common Council to refer Ordinances 16 and 17 to the tax-abatement committee so Liberation Bio Industries (Liberation Tech Labs) can receive a 24-month extension on project-completion deadlines. Fields said fundraising delays moved the precision-fermentation plant’s expected completion from 2025 into 2026, and the company plans to ramp local hiring during 2026 to fully staff the facility by year’s end.

Councilors asked about estimated timing; Fields said the company expects installation of equipment within a 48-month total project period and that an additional 24 months would allow completion and operation. Council assigned the ordinances to the tax-abatement committee for further review.
